Where is the Money 4 Women: A government budget directly or indirectly affects the lives of all the citizens. Frequently however it is people with modest means and little political influence who are mostly affected by budget decisions | Annual report 2008: Forum for Women in Democracy (FOWODE) has curved out a niche for itself by concentrating on the area of women in politics, good governance and participation of the people, especially women, in making decisions that affect them. | Making Budget work for the poor: Article 38 (2) of the Uganda Constitution guarantees to Civil Society Organizations (CSOs) the right to participate in peaceful activities to influence the policies of government. Consequently, government encourages broad based participation in the development of programmes, plans and budgets by all stake holders.This intervention by the Civil Society Budget Advocacy Group (CSBAG) to provide an alternative Budget to be fed into the 2008/09 National budget process is very timely and essential. | Prioritizing Gender in National Development Plan: Worldwide, 1.3 billion people, most of them women, are living in extreme poverty. The international community has thus come to realize in recent years that political, economic, and cultural discrimination against women constitutes a central obstacle to social development. New policy guidelines of bi- and multilateral donors affirm that poverty reduction programs can succeed only if they take into consideration the existing social inequality between men and women. | Strategic Plan 2007 - 2011: Over the last ten years, FOWODE has implemented projects aimed at Women’s capacity building in areas of leadership and gender budgeting. FOWODE has equipped women with skills to campaign for electoral positions to parliamentary and local government levels, and to lobby and effectively participate in all legislative processes at all levels. Partly through this process, Ugandan Women’s participation in public decision-making has markedly improved, although, admittedly, there is still a long way to go. | | Policy Statement: Civil society paper on the ministerial policy statements & budget of agriculture, education, health, water & justice, law and order sectors. | Just Budget Uganda: Budgets ar e influential policy instruments that impact on the outcomes of development. Budget processes construct gender relations and can replicate, perpetuate and intensify inequalities between women and men in relation to rights, resources, roles and capabilities. Gender Responsive Budgeting (GRB) analyzes the implications of public expenditure or revenue raising processes in women relative to men. | Dancing to the tunes of Democracy: "When the drums started, I quickly picked my dancing clothes, tied my dancing sash,gave a huge sigh of relief and joined the dancers... Did I even recognize the singers or dancers anymore?. | Gabs kibaale : Kibaale District is at the forefront in accelerating gender awareness and promoting gender equity as a way of accelerating equal opportunities and stimulating balanced development of both men and women. | Annual report 2007 : For the first time since its inception over 50 years ago, Uganda hosted the bi-annual Commonwealth Heads of Government Meeting (CHOGM). The meeting not only improved the image of the country Internationally, it influenced and affected government expenditure behavior by cutting budgets of most ministries. POSITION PAPER ON THE BUDGET FRAMEWORK PAPER FY 2010 0/2011- 2014/2015 Since FY 2006/07 to date, the government of Uganda through the Ministry of Finance Planning and Economic Development(MFPED) has been issuing budget call circulars that have a gender directive intended to make spending agencies show how they will address gender inequalities in their sectors work plans and budgets.
